Regulatory Structure

ADGM-first architecture

Citadel's legal fund structure is designed from the ground up to meet ADGM's requirements and to scale into new jurisdictions without structural rearchitecting.

HoldCo → Fund Manager

GOLDMOON's UAE HoldCo owns a Cat 3C licensed Fund Manager under ADGM's Financial Services Regulatory Authority. This entity manages capital deployed into litigation cases.

Qualified Investment Fund (QIF)

The Fund Manager operates a Litigation QIF: a Qualified Investment Fund structure optimised for professional investors funding legal disputes and recovery cases.

SPV Per Case

Each litigated case is isolated within its own Special Purpose Vehicle. This provides clean liability separation, tax efficiency, and transparent investor reporting at the case level.

Cross-Border Enforcement

Citadel's structure leverages UAE bilateral enforcement treaties and ADGM's international legal framework to convert GCC and global court judgments into actual recoveries.
